The Reach's infiltration and invasion of Earth was motivated by the planets rich natural resources and its potential slave population. However, the most significant prise was the metahumans, individuals who had access to tremendous powers through the access of their meta-gene sequence.
In the aftermath of the Invasion, various governments descended onto Reach operations, intended to acquire alien technology, as well as gain valuable intelligence, in case they encountered a similar species in the future.
Within the bases, agents of the Office of Natural Emergency found evidence that the Reach was interested in Metahumans, capturing them for experimentation. They also discovered that the aliens' research had discovered that a latent meta-gene sequence lay within untold thousands of humans throughout the entire globe.
For the O.N.E., this was not entirely a surprise. Since their formation, the origin and threat of super-powered individuals was their primary directive. They had spent decades doing clandestine genetic testing of the American populace, using various government-sponsored inoculations and testing programs as cover. The Reach had much more advanced methods at their disposal, so their information was far more wide-reaching and accurate than anything the O.N.E. could have accomplished.
This information was compiled in a series of documents that were only intended for the eyes of the highest levels of government. Locked and encrypted in secure servers within the Triskelion, no one thought the information could be accessed, let alone stolen.
On August 6th, J. Jonah Jameson, the editor-in-chief of the struggling Daily Bugle newspaper began hinting that he had the story of the century. Throughout the week of the 9th, the paper published excerpts from what it was called The Reach Papers. The Bugle had been known to publish sensational material before, especially regarding heroes such as Spider-Man, so the public was skeptical.
With the F.B.I. raided the Daily Bugle offices the following week, it unintentionally validated Jameson's claims. In apparent retaliation for the raid, the mysterious hacker or hackers who had obtained the documents released the entire download onto the internet under the title of The Reach Papers.
Suddenly the people of North America and the world were faced with the reality that the individuals of superpowers were supposed to be unique or very rare were much more common. The reality that neighbors and friends could potentially be metahumans or secretly possess powers created no small amount of hysteria, leading to current social and policial climate.
The Daily Bugle saw its readership spike overnight to become one of the most read media sources in New York City, Jameson was a regular guest and commentator on news shows across the country and he gained the attention of media mogul Morgan Edge. He invited him to create a show, The DB, on his new EdgeTV cable network.
