The story of Steve Rogers is well known to the people of the United States. The sickly Rogers wanted desperately to fight for his country. He was given the Super Soldier Serum, which enhanced his body to the peak of human capacity. Donning a red, white, and blue costume, Rogers became Captain America for over two decades.
Most of that is true. What the public didn't know until the 60s was that Steve Rogers had died in 1945. During a battle with the Red Skull, Captain America and his partner Bucky climbed aboard a nuclear-tipped missile destined for New York. The missile was destroyed but both Rogers and Barnes were presumed dead in the resultant explosion.
The United States Government was not ready. So it tapped another hero, Jeffery Mace in order to continue the legacy of Captain America. Mace had been inspired by Rogers during World War Two. Putting on a costume, he fought fifth columnist Nazi's in America as The Patriot, despite having no metahuman powers. Jeffery served as Captain America during the early fifties until he died in battle with old 40s villain The Fog.
Once again, the government kept the death of Mace from public knowledge. They tapped veteran William Burnside to take up the shield. However, they had not properly vetted Burnside, and were unaware of some of the troubling views he professed. Weapons plus was called on to enhance the new Captain America using the latest incarnation of their Super-Soldier Serum.
Without Vita-Rays, the Serum caused Burnside to become more and more violent, acting out his hateful views in public. After several murders in the inner city, William Burnside was arrested by the New York Police, still dressed in his Captain America uniform.
In order to prevent the media from sullying the name of Steve Rogers and the legacy of Captain America, the government was forced to reveal the death of Rogers and admit they had had impersonators pretending to be Captain America for the better part of a decade.
Decades later Steve Rogers was found alive in the Arctic, his body preserved in ice. Having been thawed out and undergone rigorous medical tests, Rogers returned to his role and was publicly announced as the returned of Captain America. Not surprisingly, some media found this resurrection questionable, especially with the past history of Mace and Burnside. It took years of work and at least one DNA test to prove that this Rogers was the original.
With Roger again being presumed dead in the Watchtower incident, the government has chosen to pass the mantle onto government operative John Walker. Unlike previous changes, this one is being made publicly without any pretense, revealing Walker's identity to the public.
What they are not telling the public is that Walker is actually Joseph Jones, aka The Brigade who led a short-lived Covert Action Team known as The Maximums during the early 2000s. He is currently tasked with leading the Thunderbolts a new national team that is also secretly sponsored by Task Force X.
